Since he is a medical doctor, as is his father, it's more likely that he's been so insulated from the realities that many Americans have had to contend with - such as filing for bankruptcy due to medical bills - he says, and believes, things that make the rest of us go, "Huh?"
There's a lot of people like Rand Paul. It's what is creating a division in America the size of the Grand Canyon.
